BGP Prefixes Consensus

The BGP Prefix Consensus tries to answer the question on what a full routing table is. All the RT-BGP peers which send a full routing table are compared and we check which prefix is announced by how many peers. If a route is announced by most peers, then we count this route as part of the consensus and a "full" Internet routing table.
